Burying stumps does not permanently remove the problem, excavating them does.  Overtime buried stumps will decompose and compromise base soil compaction, leading to depressions in lawns or worse.  If you looking to clear an area for construction or heavy traffic, it is best to remove the stump before investing in a finished product.
